: 【台灣醒報記者楊蕓台北報導】「平均一間公司10年才會被勞檢一次，雇主當然懷有僥倖心態。」國民黨立委蔣萬安7日在立法院指出，勞動部去年僅勞檢3萬9千多廠次，但台灣適用勞基法的公司有67萬家。勞動部長許銘春解釋，去年勞基法修法採輔導先行，因此廠次比較少，但蔣萬安仍痛批，去年僅裁罰2.86億，平均一件違規只罰3萬5千元，「竟比行政院長賴清德口中的平均每人月薪5萬元還不如！」
立法院衛環委員會7日邀請勞動部就「現階段勞動檢查與成果」等進行專案報告，原先勞動部長許銘春以出席新北市與基層座談為由請假，引起部分立委不滿。蔣萬安認為，地方座談應由次長代表，部長應來國會報告，「且許銘春缺席備詢不是第一次，如果是因為不熟悉業務就用這樣的理由規避監督，實在令人無法接受。」
議事一度停擺，許銘春10點才急忙趕到接受立委質詢。國民黨立委講萬安質詢時表示，根據勞動部報告，去年勞檢共3萬9千多廠次，但台灣適用勞基法的公司約有67萬家，也就是平均被勞檢的不到10分之1。對此許銘春解釋，因去年勞基法修法剛通過，採輔導先行，所以勞檢廠次比較少，但7月開始已加強檢查密度和強度。
蔣萬安接著說，就算去年剛修法，但前年也只有6萬7千多家，「平均一間公司10年才會被勞檢一次，雇主當然懷有僥倖心態，這就是為什麼外界一直希望補足勞檢人力、加強勞檢密度。」另外，裁罰金額部分，去年裁罰2.86億，平均一件違規只罰3萬5千元，「竟然不到行政院長賴清德口中的平均每人月薪5萬元！」
許銘春坦言，縱使勞動部目標年底前補足1千名人力，仍相當有限，因此希望實施「風險分級管理」，針對高風險、高違規的場所加強勞檢，提高效率，在提高裁罰部分，她已向地方政府溝通，「只要違反次數頻繁、情節嚴重等，都必須從嚴裁處。」
